Can a non-resident or a non-resident alien hunt moose in Alberta without going through a outfitter?

Alberta has it's own regulations to allow residents to take others hunting for big game including moose.

The regulations are intended for residents of Alberta to take a friend or relative hunting for big game. The program requires the Host to apply for and receive in advance of a hunt a "Hunter Host Permit".

The Host must be eligible to receive the permit. He/she must be eligible to hold a hunting license, have a WIN number and a Hunter Host license.

I am trying to apply a non resident (Canadian) for a antlered moose draw in WMU 230 however it does not give me the option, the choices of WMU's start at 316. I can find nowhere that tells me that WMU 230 is restricted to residents only?
